[ANNOUNCE] Feature Freeze of Flink 1.12

Hi all,

Just a quick note that the deadline for merging new features to the master
branch for Flink 1.12 has passed: From now on, only bugfixes and
documentation fixes and improvements are allowed in. New features merged
after this point will be reverted. If you need an exception to this rule,
please reach out to us.

As soon as master has stabilized, we'll fork off the "release-1.12" branch.

Please let the release managers know if you would like to merge a big new
feature to master for the Flink 1.13. We'll then have to find a compromise
for the forking time.

We wish everybody a productive master stabilization phase!

FYI: we are starting to prepare the first release candidate(preview-only and only for test purpose).
